We are looking for personnel to join our team and support key client projects.</span></p><hr><p><span style="font-size: 10pt;"><strong>Who we are supporting</strong><strong> </strong></span></p><p><span style="font-size: 10pt;">The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.</span></p><p><span style="font-size: 10pt;">The NCIA provides a wide range of services, including:</span></p><ul><li style="font-size: 10pt;"><span style="font-size: 10pt;">Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.</span></li><li style="font-size: 10pt;"><span style="font-size: 10pt;">Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.</span></li><li style="font-size: 10pt;"><span style="font-size: 10pt;">Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.</span></li><li style="font-size: 10pt;"><span style="font-size: 10pt;">Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.</span></li><li style="font-size: 10pt;"><span style="font-size: 10pt;">Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.</span></li></ul><p><span style="font-size: 10pt;">Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.</span></p><p><span style="font-size: 10pt;"><strong>The program </strong></span></p><p><span style="font-size: 10pt;"><strong>Assistance and Advisory Service (AAS)</strong></span></p><p><span style="font-size: 10pt;">The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.</span></p><p><span style="font-size: 10pt;">To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.</span></p><hr><p><strong>Role Background</strong></p><p>To strengthen the Alliance through connecting its forces, the NATO Communication and Information Agency (NCIA) delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances’ business processes (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies. The Ballistic Missile Defence Programme Office (BMD PO), as part of the NCIA, ensures the harmonised planning, implementation, deployment, evolution and support of the BMD capability, in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions. The Programme Office is the procurement and implementation body of the NCIA, charged with the effective planning, execution, delivery into service, evolution and through-life logistic support of NATO’s and assigned national and BMD systems. The BMD PO is developing the BMD curriculum and needs additional expert training deliverables for this task. A strong operational expertise on BMD and TBMD missions will be an essential requirement for completing deliverables. In depth operational knowledge and prior experience of NATO BMD organisation as well as the NATO BMD user applications (Battle Management Command, Control, Communication and Intelligence, BMC3I systems) is required to work on assigned support tasks. The contractor will be providing support services as part of an Agency led project team that executes the Allied Command for Transformation (ACT) Programme of Work (PoW) 2025 for Ballistic Missile Defence.</p><p><strong>Role Duties and Responsibilities</strong></p><ul><li>The contractor will provide support services comprising the following tasks and activities:</li><li>Reviewing current NATO BMD related standards, directives, policies and standard operating procedures; providing analysis results to the BMD curriculum development.</li><li>Collaborating with BMD operational users to collect information for BMD Curriculum and suggest content to the NCIA project team.</li><li>Conducting Training Needs Analysis (TNA) and develop course materials for the systems in the BMD Programme in cooperation the relevant stakeholders (operators, project teams, academy staff)</li><li>Supporting NCIA with expert opinions at BMD Curriculum related venues such as IAMD Annual Discipline Conference.</li><li>Aligning and adapting BMD courses with the BMD CONEMP by creating links or adding references to the CONEMP from within course materials.</li><li>Providing BMD subject matter knowledge to the NCIA project team.</li></ul><p><strong>Essential Skills and Experience</strong></p><ul><li>Extensive knowledge, involvement and service in NATO BMD mission and strong network in the NATO BMD community. Must have been previously involved in BMD Operational User Group (OUG) activities, either as an active member or a chairman.</li><li>Demonstrable experience with developing BMD curriculum for NATO. Must have previously developed for BMD programme following artefacts:</li><li>Individual Training Views (ITV) and Logical Individual Training Viewpoints (LITV),</li><li>Training Needs Analysis, 8.1.2.3. Course Control Documentation I, II and III.</li><li>Experience with developing training curricula and/or training programs, including course materials for technical training in the BMD domain.</li><li>Experience with development of technical documentation, training materials and instructional aids, specifically for the BMD domain.</li><li>Extensive experience working with NCIA, NCI Academy, ACT, SHAPE and other NCS HQs in relation with NATO BMD Programme.</li><li>Extensive knowledge of and practical user experience with NATO BMD BMC3I systems (ACCS, AirC2IS, TOPFAS, NCOP, Intel FS, JEMM), air defence weapon systems, sensors and communications, and current NATO C4ISR systems like NATO ICC.</li><li>Extensive experience with capturing BMD system requirements and business/operational workflows.</li></ul><p><strong>Desirable Skills and Experience</strong></p><ul><li>Experience with producing Capability Packages for (Theatre) Missile Defence Capabilities</li><li>Prior experience of working in an international environment comprising both military and civilian elements</li><li>Knowledge of NATO responsibilities and organization, including ACO and ACT</li></ul><p><strong>Language Proficiency</strong></p><ul><li>Business English</li></ul><p><strong>Working Location</strong></p><ul><li>Oeiras, Portugal and The Hague, Netherlands</li></ul><p><strong>Working Policy</strong></p><ul><li>Hybrid</li><li>Occasional Remote (teleworking) from a NATO country</li></ul><p><strong>Travel</strong></p><ul><li>Some travel to other NATO sites may be required</li></ul><p><strong>Security Clearance</strong></p><ul><li>Valid National or NATO Secret personal security clearance</li></ul><div class="content-conclusion"><p>We never know what new opportunities might be just over the horizon.
